High demand for housing and lack of supply continued to grow the Perth property and construction market. Investors, in particular, saw strong opportunities in Perth and the South West drawn by attractive rental gains. Amid this thriving housing sector, the focus increasingly shifted toward addressing long-standing challenges within the industry, highlighting the need for enhanced oversight and compliance.
Upcoming Changes to Building Inspections Industry
Concerns about building compliance and the lack of mandatory building inspections in Perth have persisted for many years. However, meaningful changes have recently begun to take shape. The building inspection industry in Western Australia is undergoing significant regulatory changes. This is aimed at enhancing construction quality and consumer protection.
Key developments include:
- Mandatory Inspections: Starting in 2026, new apartment buildings and certain commercial structures will require inspections at critical construction stages. This initiative addresses WA’s current lack of mandated independent building inspections.
- Building Engineers Registration: From July 1, 2024, building engineers in WA must be registered by the Building Services Board. Mandatory registration for structural and fire safety engineers began on July 1, 2024. Civil and mechanical engineers will begin on July 1, 2025. This move ensures that only qualified professionals undertake engineering work.
- Enhanced Enforcement Powers: The Building Commissioner, Building Services Board, and permit authorities will gain increased authority to enforce compliance. This includes the ability to issue directives on technical matters, access construction sites, and impose higher penalties for non-compliance.
- Registration of Builders: A tiered system will refine builder qualifications, ensuring they have the right skills for their roles.
- Code of Conduct for Building Surveyors: A new Code of Conduct has been established, setting minimum standards for building surveyors. This will ensure consistent and professional assessment of building compliance.
These reforms are part of the “Building Better” initiative, representing the most significant overhaul of WA’s building laws in over a decade. They aim to modernise building design, approval, and construction processes. Thus improving compliance and boosting consumer confidence in the building industry.
The implementation of these changes will be phased, with full enforcement expected between 2026 and 2027. This will allow industry participants and local governments time to adapt to the new requirements.
